New Education Secretary Takes Charge (TOP)

Secretary Karma Gelek YuthokVen. Karma Gelek Yuthok took charge as Secretary, Department of Education, Central Tibetan Administration of His Holiness the Dalai Lama on 10th April 2002. The out going secretary Mr. Tsering Dhundup has been appointed as the new Home Secretary.

Prior to this appointment, Ven. Yuthok served as Secretary, Department of Religion & Culture and as the Representative of His Holiness the Dalai Lama to East Asia in Tokyo, Japan. He attended Central School for Tibetans (CST) at Mussoorie and pursued further studies at the Institute of Buddhist Dialectics, Dharamsala and Panjab University, Chandigarh.

New CTSA Secretary Visits CTA (TOP)

Dr. Mahendra Singh VermaDr. Mahendra Singh Verma, the new Secretary of the Central Tibetan Schools Administration, New Delhi visited Dharamsala on April 4-5. He had an audience with His Holiness the Dalai Lama and visited the Central Tibetan Administration secretariat where he met with the Chairman of the Kashag (Council of Ministers), Education Minister and officials of the Eucation Department. He then visited the Tibet Museum, Library of Tibetan Works & Archives and the Tibetan Institute of Performing Arts (TIPA) where he interacted with music & dance teachers from CTSA schools undergoing in-service training. He also paid a brief visit to the Tibetan Children's Village School where he spoke to the students and staff.

Dr. Verma took charge on 7th March 2002. He brings to CTSA a rich experience of 38 years service in varied educational institutions as a teacher, school principal, education officer and as Assistant Commissioner in Kendriya Vidyalaya Sangathan, Regional office at Patna and Lucknow in charge of over a hundred schools. He has also published about forty research papers in chemistry, education and management.

We extend a very warm welcome to the new secretary and look forward to seeing CTSA schools make major strides in improving the quality of education imparted to the children under its care.

Annual School Rectors Meeting (TOP)

Annual School Rectors MeetingThe annual meeting of school rectors was held on December 28-29, 2001. The Education Minister Mr. Thupten Lungrik presided over the meeting which was also attended by the education secretary, additional secretary and the departmental section heads. Issues concerning academics, discipline, value education, guidance counseling, student health and admission related matters were deliberated. It was decided that from henceforth the annual rectors meeting to be held in September every year after start of the new school session.

CTSA Institutional Heads & Rectors' Conference (TOP)

The 12th Institutional Heads and Rectors conference organised by the CTSA was held at the National Bal Bhawan, New Delhi from 2nd to 6th January 2002. The inaugural function was attended by dignitaries Mr. Thupten Lungrik, Education Minister, CTA and Mr. M.M. Jha, Chairman, CTSA. During the first two days a workshop was conducted to review the current staff accountability criteria. At the conference school principals, rectors and headmasters presented papers on various topics relating to improving classroom instruction, better use of existing school infrastructure, leadership and academic programmes. Officers from CTSA and DOE also took part in the deliberations. Mr. K.S. Sarma, Additional Secretary, Ministry of Human Resource Development, Government of India gave the valedictory address.

Education Secretary visit schools (TOP)

Education Secretary Mr. Tsering Dhundup and Dr. M.S. Verma, Secretary, CTSA visited CST Mussoorie, Tibetan Nehru Memorial Foundation School, Clementown and CST Herbertpur from 26th to 28th March 2002. They inspected the school facilities and met with the staff and students. On March 29-30, the Secretary accompanied by Mrs. Nangsa Chodon, Additional Secretary and Mr. Karma Chungdak visited schools at Dekyiling, Paonta Sahib and Puruwala.

Assistant CAO of US Embassy Visit CTA (TOP)

Dr.Marjorie Harrison, Assistant Cultural Affairs Officer and Mr. J.P. Das, Senior Project Officer of the Fulbright Exchange Programme, U.S. Embassy, New Delhi visited CTA secretariat from 2nd to 4th April 2002. They met with Prof. Samdhong Rinpoche, Chairman of the Kashag, the Education Minister and with officials of the education department. The Tibetan Fulbright Alumni Association (TFAA) members hosted a dinner for the visiting dignitaries.

Tibetan Language Introductory Exam Result (TOP)

Tibetan Language Introductory Course Examination for the session 2001-02 for non-Tibetan staff (incentive scheme) working in CTSA schools was conducted on 30th November 2001. All nine teachers who appeared successfully passed the exam. Congratulations to Smt. A.A. Bhayana, Shri S.C. Rauto, Shri B.B. Rao, Shri Ghanshyam, Shri D.V. Arjune and Shri S.K. Gaur from CST Chandragiri; Shri Ratan Singh from CST Gurupura; Shri R.K. Mishra & Shri M.K. Aggarwal from CST Mussoorie.

In-service Training for Music & Dance Teachers (TOP)

Music & Dance TeachersA four weeks duration in-service training for the music and dance teachers organised by the Department of Education, CTA began at the Tibetan Institute of Performing Arts on 19th March 2002. Mrs. Nangsa Choedon, Additional Secretary, DOE, inaugurated the course which was attended by thirty one teachers from 20 CTSA schools. The teachers were updated on improved methods of teaching musical instruments, folk songs, dance and opera. New folk songs and dance items were introduced during the course. The Education Minister addressed the teachers during the valedictory ceremony. The course concluded on April 17.

Tibetan Student Awarded (TOP)

Miss Tenzin Choekyi Receives Award

Miss Tenzin Choekyi has secured first position in M.A. Political Science (1st Year) from amongst students of the Directorate of Correspondence Courses, Panjab University, Chandigarh for academic session 2000-01. She was awarded first prize certificate at a ceremony held on February 28,2002. The Department of Education congratulates her and wishes her very best in her final year examination.

  

OBITUARY (TOP)

Pandit Shyam NarayanPandit Shyam Narayan who was the first Secretary of the Tibetan Schools Society (now known as Central Tibetan Schools Administration) died on 30th April 2002. In 1962, he was appointed Secretary of the newly formed Tibetan Schools Society, an autonomous body under the then Ministry of Education, Govt. of India, established for providing education to Tibetan refugee children. During his tenure till 1965 he had made immense contribution to the education of Tibetan children and in the expansion of Central Schools for Tibetans. He was later associated in starting a school for training Tibetans in public administration in Delhi. Tibetans mourn the loss of a truly dedicated friend and offer condolence to all his family members.

Visit by President of Body & Balance, Austria (TOP)

Mrs. Ingeborg Schaller, President of Body & Balance, Austria and Mrs. Gradwol, a sponsor visited the Department of Education on March 18 and met with the Eduction Minister and senior officials. Later they visited Tibetan schools at Dalhousie, Chauntra and Pokhriabong to meet the children sponsored by the organisation and inspect projects funded by it. The Department of Education wish to express gratitude to all donors who have helped in supporting the education of Tibetan refugee children through this organisation and appeal for continued support.

Scholarship News (TOP)

  1. Palden Kyap and Namgyal Dechok have been selected for the year 2002 batch to undergo four years under graduate study at Berea College, USA as part of their annual scholarship program.
  2. Tenzin Choesang has been selected to undergo four years undergraduate study at Bolzen Free University, South Tyrol, Italy.
  3. As usual, after having gone through all the required selection procedures - as per the rules and regulation established by the High Level Scholarship Committee - we have now been able to finalize the 15 candidates to study in US under the Fulbright scholarship program for the year 2003.   4. To facilitate the Tibetan students living in South India, DOE has approved the Office of the Representative, South Zone at Bangalore city as a new test center for MBBS/Engineering Scholarship Entrance Test. The test center in New Delhi will continue as before.

Service Award for School Staff 2001 (TOP)

The service award conferred by the Department of Education, CTA, to school teachers and staff who have completed 25 years of service. The recipients for the year 2001 are as follows:

Topgyal 'A' (CST Camp 6, Mundgod); Surekha Rana (Lower TCV, Dharamsala); Tashi Namgyal (CST Kamrao); Dawa Choejor, Chung Dolma, Lhakpa Paljor, Jamyang Paljor, Thupten Norzin, Tsering Tsomo, Sichoe Palmo, Tsewang Sonam, Sangye Dhondup, Phuntsok Dolma, Dolma Tsering, Dhondup Dorjee, Tsewang Dhonden, Tsering Palzom, Tsenga Lhamo, Pema Youdon, Ngawang Dorjee, Kunphel Sharling and Tsering Dorjee (Upper TCV, Dharamsala).

The award recipients were presented with a service certificate and a traditional Tibetan Thangka as a gesture of appreciation on behalf of all the Tibetan students.

School Feature: Central School for Tibetans, Kalimpong (TOP)

Kalimpong School BuildingCentral School for Tibetans (CST), Kalimpong is one of the six residential schools managed by the CTSA, New Delhi. It was established in 1964 with Mr. T. Lhawang as its founding Principal. It was then one of the largest residential Tibetan school with over 800 boarders. However, in 1971 it was down graded to a middle day school and all the boarders were shifted to Central Schools for Tibetans at Mussoorie, Shimla and Darjeeling. In 1977, the school was once again upgraded to the Secondary level and in 1988 further raised to Senior Secondary level. The CTSA took over the hostel in 1996, which had been run through the Department Of Education, Dharamsala since 1971. In the same year the CTSA acquired the school building and the premises covering roughly 4 acres of land for the purpose of running the CST Kalimpong. These major developments went a long way in consolidating and stream lining the school along the lines of other residential schools.

The current enrollment is 554 (256 boys and 298 girls) of which 270 are boarders. The school has about 40 faculty staff members and provides healthy modern education, firmly based on moral values and in congruence with Tibetan cultural traditions. It follows the curriculum set by Central Board of Secondary Education, Delhi. The school has classes from KG to XII with humanities at the senior secondary level. It has two science labs, a large library, a computer lab and a well equipped resource center. In the board examinations of 2001, the pass percent of Class X was 68% & Class XII 100% for the third successive year. In the common annual examinations the pass percent for Class V was 77.4%, Class VIII-77.3%, Class IX-54% & Class XI-93%. The overall pass percent of the whole school was 85.4% for the academic session 2000-01.

The school has a fine Scouts and Guides programme which participated in the National Integration Camp in New Delhi and performed Tibetan song and dances at the Asia Pacific Regional Conference of the Bharat Scouts and Guides. Co-curricular activities are conducted along Inter-house or Inter-class levels emphasising mass participation at all levels. Morning assembly activities, debates, quiz, declamation and recitations form some of these activities in which children actively participate.

Mr. Kalsang T. Bhutia is the current Principal of the school and Mr. Tsering Lhakpa the School Rector.
