The Department of Education
undertakes the publication of numerous textbooks, story books, resource
materials, magazines and dictionaries for the Tibetan students and the public
in English and Tibetan. We also publish numerous periodicals. Broadly, the
following sections and centers under the Department undertake the majority
of the publication works.

Publication Section
The DoE's Publication Division develops and publishes informative,
illustrated textbooks, storybooks and resource materials from pre-primary
to senior secondary level. The following publication programs were established
to meet ever-increasing demands for appropriate, high quality publications
for Tibetan schools.
Textbook Research & Development Program
To translate, revise, and improve textbooks, the DoE
convened its Textbook Research & Development Program
(TRDP). During the early years of exile education, primary
level classes were taught through English medium. Through
experience, in tune with an UNESCO recommendation, the
DoE recognized the disadvantages of this policy and
resolved to endorse the use of Tibetan language as the
medium of primary level instruction. Consequently, an
urgent need for translating and publishing primary textbooks
in Tibetan arose. This led to the initial establishment
of the Textbook Research & Development Program.
Since then, it has also been determined that consistent revision and
continual improvement of all textbooks is needed. To help facilitate this
aim, the Cabinet of the Central Tibetan Administration recently appointed
a "High Level Tibetan Textbook Committee". It is therefore the responsibility
of the DoE to supervise and raise funds for this committee's projects
and activities.
Children's Publication Program
In addition to the shortage of primary textbooks in Tibetan language,
culturally relevant children's educational materials were also needed.
To address these requirements, the DoE created its Children's Publication
Program. Its functions are to design, develop and publish storybooks
and resource materials.
Academic Research & Planning Section
The academic research and planning section of the Department primarily
deals with research publications along with planning, publication and
periodical reviewing of Tibetan language and non language textbooks.
It also publishes the official Tibetan and English newsletters of the
Department.
Tibetan Cultural & Religious Publication Center (Sherig Parkhang)
A unit under the Department of Education was established
in 1961 according to the direction and advice of H.H.
The Dalai Lama. The center endeavors to restore unique
Tibetan religious and cultural literatures through
publication.
The publication center has been printing all the
required school textbooks from pre-primary level to
XII standard, including books relating to Tibetan
history and religious subjects, to meet the needs
of Tibetan youth. In addition to this, in order to
fulfill the requirements of both Tibetans and non-Tibetans
who have interests in Tibetan Buddhism and culture,
the center is publishing over 590 volumes, both in
book and pecha form , including the Kagyur (bka 'gyur)
and Tengyur, plus volumes of scriptures such as gzungs
bsdus, Sutra-Vol.I, Dho de Kalsang, Mani bkabum and
Padma bka Thang.
Tibetan Buddhism has widely spread all over the
world under the benevolent efforts of H.H. The Dalai
Lama and through the activities of an increasing number
of monasteries and Dharma centers in and outside India.
The demand for religious texts and scriptures as well
as many other books relating to unique Tibetan culture,
history and tradition is increasing year by year.
Simultaneously, teaching of all subjects in Tibetan
language up to V standard has been introduced in all
Tibetan schools. In view of this situation, the volume
of printing work has been increased and Sherig Parkhang
publication center which is the only place where such
printing works are being carried out.
In 1999, an export/import license was acquired by
