SOME OF THE CTSA SECRETARIES
Pt. Sham Narayan started life as a teacher. He joined Government of India Service in 1948 as Education Officer and was actively associated with the education rehabilitation of the refugees from Pakistan. He had been appointed the member Secretary of an Education Committee for examining the existing system and suggesting program for expansion and re-organization of educational institutions in Andaman and Nicobar Islands. The report was adopted as blueprint by the Government.
He was then promoted to the rank of D.E.A. and in 1962 was appointed Secretary, Central Tibetan Schools Administration (C.T.S.A) which was then known as Tibetan Schools Society. He retired from this post in1965. Pt. Sham Narayan has greatly contributed to the education of Tibetan children.
He was later associated in starting a school of public Administration for Tibetans in Delhi.
Mr.N.M. Tagore was the Secretary of the Central Tibetan Schools Administration from 1969-1974. During his tenure of service in the CTSA, he diligently served the cause of Tibetan Education.
He holds an M.A.degree in History from Allahabad University and was awarded a D.Phil. Scholarship by the same University to undertake research on the administration of Sir john Shore, Governor General of India from1793-98. He was also awarded a UNESCO fellowship for participation in the course for Educational planners and Administration at the Asian Institute of Educational planning and Adms. New Delhi.
Mr. N.M. Tagore has a record of about 33 years of service working in different capacities and handling assignments at responsible levels relating to educational planning and administration, programming, selection of personnel and scholars, and educational management functions.
Writing about his days in the CTSA, Mr. Tagore has said, "I am happy to recall the days of my association with Tibetan Education as Secretary, CTSA. During this period, I had the honor and privilege of calling on H.H. the Dalai Lama, to apprise him of the work undertaken by CTSA for the education of the Tibetan Children. It was with his blessing and guidance that I could contribute my might for the betterment of the Tibetan Children. I also received full cooperation from the Tibetan authorities in Dharamsala."
Mr. A.N. Dhawan was born in Kashmir in 1921 and educated at Patna College, Patna, S.D. College, lahore, and at the postgraduate school of journalism, Lahore. After obtaining his Master's degree in 1946, he taught English at the S,D.College , Sialkot. After partition he joined the Ministry of Education in 1948 and superannuated from the Ministry in 1979.
In 1977 Mr. A.N. Dhawan took over as Secretary of the Central Tibetan Schools Administration, in which capacity he continued up to October,1978. During his 31 years service in the Ministry of Education, he held several positions which include that of Education)Officer and Assistant Educational Adviser to the Government of India. He also served for 5 years as Cultural Officer, Indian High Commission, London, for 6 years as Educational program Officer in the Then Indian Aid Mission , Kathmandu, where he was concerned with directing and administering programs of educational development which formed part of Indian aid to Nepal. His services were also loaned to the Royal Government of Bhutan for two years(1973-75) as Director of Education. On return from Bhutan he re-joined the Government of India as Assistant Educational Adviser.
He was deputed in October, 1978 as Secretary, Sangeet Natak Akademi, which is the national institution established by the Government of India for the promotion of performing arts including music, dance & drama, a position that he held for five years.
While serving in the sangeet Natak Akademi, he was a member of the General Council, Lalit Kala Akademi, General Council, Sahitya Akademi, Governing Body, Central Board of Secondary Education, Punjab Arts Council, and the Indian National Commission for Cooperation with UNESCO. He left the Sangeet Natak Academi in November, 1983.
Mr. Triyogi Narain graduated from Delhi University. He joined the Education, Health and lands Department of the Government of India in 1945. His entire career spreading over a period of 37 years was spent in the Ministry of Education in various capacities, ranging form the administrative office of Under Secretary, and Deputy Secretary to Director of University and Higher Education Divisions in the Government of India. After relinquishing charge of the post of Director, University and Higher Education Division, he was appointed Secretary of the Central Tibetan Schools Administration in May 1977. He held this post until 1982. Regarding his sojourn in the CTSA furthering the cause of Tibetan education, Mr. Triyogi Narain says the following," all that I can say is that I did my best to serve the schools within the various constraints, as bets as I could. Even now I will say that I will deem it a privilege if I can be any service to the Council for Tibetan Education. I have made this offer before and I renew it."
Mr. N. Ganeshan served as the Secretary in the CTSA from June 1982 to 26th September 1983. Prior to this, he served as Administration Officer of the Regional College of Education form August 1963 to December 1975.
Mr. N. Ganeshan was born on 6th December, 1933. He is an M. Com. graduate and has Diplomas in Administrative law and Company law. He also undertook a course on Budget and financial Control in the Indian Institute of Public Administration in New Delhi and on Educational Planning and Management in the National Institute of Educational Planning and Administration.
He is currently an Under Secretary in the Central Institute of Education Technology(NCERT).
Mr.D.D. Upadhya is the incumbent Secretary of Central Tibetan Schools Administration. He is a Scholar of Central Asian History, specializing in the study of Himalayan borderland and Tibet. Prior to his assignment in the CTSA, Mr Upadhya has held various posts in the Government of India. He is fond of Trekking, riding and golf.
RECTORS AND PRINCIPALS:
In the beginning when the Tibetan Residential schools were first established, Tibetan Principals were appointed to look after the general administration of the schools and Headmasters were appointed to assist the Principals in academic matters. In 1976 the Principals were redesignated as Rectors and Headmasters as Principals in order to revise and enhance the pay-scale of the Headmasters. In each of the Central Tibetan Residential Schools we now have a Rector and a Principal to jointly manage the administration of the Schools.
Jamchen Tulku Jampa Tenzin was recognized as a reincarnated Lama by His Holiness Rateng Rinpoche, the Regent of Tibet in 1934. At the age of 13, Jamchen Tulku entered the Sera Monastery and began his formal religious studies. In 1959, he escaped to India and in 1960, he was assigned by the Tibetan Government to take up a teacher's post in Arunachal Pradesh, India. After that he took up various other responsibilities until he was selected to undergo a Tibetan language teacher's training at Dharamsala in 1963. In 1968, he was appointed head of the Shimla Tibetan School and in 1970, he was transferred to Dalhousie Tibetan School on the same post. In 1972, Jamchen Rinpoche was again transferred to head the Tibetan School in Darjeeling and is the incumbent Rector of the School now.
Rev. Yeshi Tseten Kyetak Tsang is our Rector in CST Dalhousie. He was born on 15th April, 1939 at Tehor Karze in the south-eastern part of Tibet. At the age of seven he took religious vows and entered monastic life and studied in the Buddhist School of Dialectics, Karze in Kham where he did preliminary education in cultural and religious traditions in Tibet. Thereafter he joined the Drepung Monastry in Lhasa to study the teachings of Buddhism. While in India he entered the Central Institute of higher Tibetan Studies at Sarnath in Varanasi, and took course in various disciplines such as Buddhist Philosophy, History , Grammar, Poetry, Prose, Hindi and Sanskrit. He was awarded a degree of Shastri which is considered equivalent to B.A. at the above institution. He also attended Acharya classes for three years at the above institution before he was appointed Rector in CST Dalhousie in March, 1976 and is currently serving there.
In March 1981 Mr. Karma Chophel was appointed as Rector of CST Shimla where he is currently working. He was born in 1949 at Labrang Kosa in South-western Tibet. He finished his schooling from CST Mussoorie in 1970 and thereafter joined the Hindu College in Delhi University and graduated in 1973. In the meantime, Mr Karma Chophel entered marital life. For sometime, he worked in the Council for Tibetan Education. In 1976 he took B.Ed Degree from Vijaya Teachers College Bangalore University and soon after worked as a teacher at CST Bylakuppe from1976-1980. All these while Mr. Karma Chophel had been actively engaged in a number of social services schemes of the TYC and held responsible positions in various capacities from 1977 when he was elected as the President in 1982. He also served as Honorary Tibetan Welfare Officer for Shimla District from 1981-1984. Mr Karma Chophel was elected as P resident of the International Students Cultural Association at the Himachal Pradesh University in 1984. He is still serving as one of the adviser of T.Y.C.
Mr. Karma Dorji passed his All India Higher Secondary Examinations at CST, Mussoorie in 1970. Thereafter on a Government of India scholarship, he joined the Hans Raj College, Delhi University, and graduated in 1973. In the same University he completed his Master's degree in History. He then entered the Jamai Teacher's College and completed his B.Ed in1978. He was then appointed a postgraduate Teacher in History at the SFF higher Secondary School and served there until 1982 when he was appointed as the Rector of CST, Mussoorie where he is presently serving.
Mr. Karma Dorji is also closely associated with the activities of the Tibetan Youth Congress as one of its advisors.
In July 1982 Mr. Kartar Singh was appointed as the Principal of CST Dalhousie. He was born on 6th January, 1928. He did his M.A. in political Science and thereafter completed his B.ED. diploma in Guidance Psychology. He was a professor of Political Science in A.S. Postgraduate College, Lakhaoti (Bhulandshahr) from 1949-1951. From 1952 to 1964 he was the principal of S.B. Intermediate College, Bisawar (Mathura) and R.K. Intermediate College, Shimla(U.P). Since then he has been working under CTSA holding the post of Principal.
