The council for Tibetan is one of the 6 major department of His Holiness the Dalai Lama's Government in Exile. It was established in 1960 along with the other Departments. It is headed by Kalon (Cabinet Minister) directly appointed by His Holiness whose main concern is matters of policy. The general administration and day to day affairs of the council are carried out by a General Secretary who also is directly appointed by His Holiness. In general, schooling and education of all Tibetan children in India, Nepal and Bhutan fall under its concern.
Its function include starting new schools and upgrading existing ones, appointing and recommending various teachers in schools under its management and schools under the management of other organizations. The Rectors of the four residential schools under the CTSA are also recommended for appointment by the council after seeking approval of the candidates from His Holiness the Dalai Lama. The Tibetan text books used in all the schools are published by the Council, and it maintains a special committee to review the text books periodically. One of its major functions is to maintain close and constant contact with the Government of India and various international aid and individuals, to gain assistance in various forms to support this educational program
A registered Society called the Tibetan Children's Educational & Welfare fund has been founded within the council for Tibetan Education and registered under the Societies Registration Act XXI of 1860 to facilitate the functioning of the council for Tibetan Education, particularly with respect to establishing and running schools and receiving both foreign and domestic contributions.
DIRECTORS AND SECRETARIES:
When the council for Tibetan Education was established in 1960, a director along with a secretary were appointed to manage its affairs. The first director was Mr. W.G Kundeling(1960-64) followed by the late Mr. T.G. Jangtasng(1964-67), Mr Jigme tarling (1968-73), Mr.T. Ningee (1974-1980) and Mr Juchen Thubten Namgyal from 1980 -1984. The director is a member of the Kashag or cabinet of the Tibetan Government and is appointed by His Holiness the Dalai Lama.
However, since 1979 the day to day working has been entrusted to the Secretary of the Council for Tibetan Education. Mr. Lobsang T. Rikha was the secretary from 1976-81. Mr rapten Chazotsang took over from Mr. Rikha in 1982 and is currently the secretary. He is assisted by three deputy secretaries: Migyur D. Samkhar, Ngawang Tsultrim, Ngodup Tsering, Paljor Tsering and other members of staff. The administration is divided into separate sections which conduct the routine work in consultation with the Secretary when necessary. There are also 3 committees consisting of the secretary, the deputy secretaries and the staff specialized in the concerned field. These committees assess and make recommendation for awarding of scholarships, recruitment of teachers and selection of children for sponsorship and giving admissions into the Residential Schools where the intake capacity each year is very limited.
Kalon Tenzin Geyche Tethong took over as the Director of the Council for the Tibetan Education on 31st January, 1985.
He was born in Lhasa in 1943. In 1950, he came to India and did his primary school St.Joseph's Convent and then at St. Augustines Schools in Kalimpong and at Mt. Hermon's School in Darjeeling where he completed his schooling in 1963.
In the same year Mr Tenzin Geyche Tethong came to Dharamsala to work in the council for Tibetan Education. In 1964, he started working in the private office of His Holiness the Dalai lama. In 1969 he worked as Director of the Tibetan Dance, Drama and Music Society, now re-named the Tibetan Institute of Performing Arts. From 1970 till 1977, he served as the President and Advisor of the Tibetan Youth Congress.
In 1971 and 1973, he served briefly in both the council for Tibetan Education and the Information Office of His Holiness the Dalai Lama. In 1978, he again worked for a while in the Information Office as the Assistance Kalon and at the end of the year he was appointed Additional Secretary in the Private Office of His Holiness the Dalai Lama. In 1980 ,Mr Tenzin Geyche was elevated to the post of Deputy Kalon.
In 1981, he was appointed Director of the Information Office of His Holiness the Dalai Lama and the newly created Health Department . On 11th March 1983, Mr Tethong took oath of office as a kalon.
Mr Lobsang T. Rikha began his career as a teacher at the Tibetan refugee Nursery School (now TCV) in Dharamsala. he then worked for a year in the CTE during the early sixties. From 1964-69, Mr Rikha taught in CST Mussoorie and Shimla. Then he joined the Central Institute of Higher Education Studies at Varanasi for further studies and was there till 1972. In 1972 he was elected a member of the 5th Assembly of the Tibetan People's Deputies. After serving for one term, Mr Rikha was appointed Secretary of the CTE in 1976 and worked in this capacity for over five years. He is now heading the Publication Department of the CTE.
Mrs. Jetsun Pema Gyalpo took over her responsibilities at the Tibetan Children's Village, Dharamsala, in an honorary capacity from June Ist , 1964 after completing her studies in England.
Under Mrs. Gyalpo's dedication and hard work, the Tibetan Children's Village has now flourished into an institution caring for and educating thousands of needy Tibetan Children.
Apart from her duties at the Village, Mrs Gyalpo has also served as a Governing Body Member of the Central Tibetan Schools Administration for sometime.
After completing her Senior Cambridge in 1963, Mrs. Chazotsang studied French in Neuchatel, Switzerland. She then undertook a three years Administration Course at the House of Citizenship, in Aylesbury, Buckinghamshire, England. Mrs. Chazotsang began her service at the Bureau of His Holiness the Dalai Lama in New Delhi, and in 1975 took over as the General Secretary of the Tibetan Homes Foundation, Mussoorie.
Apart from her service in the Tibetan Homes Foundation, Mrs. Chazotsang was a member of the CTSA governing body during 1981-1985 and extended her valuable cooperation and guidance in the overall development of our schools.
